Technically, it doesn't have to be the quarterback. The green dot is what the league uses to signify helmets that are radio equipped. They are doing this because only one radio helmet on the offensive team can be on the field at one time. It is just that all teams use QB's as the person who calls the play in the huddle, so they are the one who is radio equipped.
Basically, the green dot on a helmet means that helmet has radio equipment in it, and can hear the coach.

it shows that they have radio comms in there helmet it dosent have to be qb but in general thats wh oyou want commanding the offense and hearing plays also all of them have it because they may need to come in the game
generally i give a comic explenation but this guy seems serious
