I don't know about the "meaning" but I'm thinking it would be very cold! Just a nasty prank I guess. Maybe nice on a hot summer day though.

sounds like a boy's prank because the girl who owns the bra would get titillatingly chilly if she put the frozen bra on, or she would have to go without- which is most likely the plan.
