Use a wire brush and gently scrub the brick.

How bad is it really? Is this you being a neat-nut?

If the caulking was done to keep water out and you mess around with it and get a leak the warranty will be void.

But, use a sand blaster. What ever you do will take a lot of hard work and the final color will be different from the rest of the of the brick.

Try using a hair dryer or heat gun to soften up the caulk. Not knowing what kind was used I cannot get too specific. But after any of it softens you can soften it more with acetone or methylethylketone (MEK). Then a scrub brush or soft wire brush should help remove it. After heating it up you may also be able to just peel it off. Use care and patience. Get the painter back and make him remove it. Hope it's not you husband or boyfriend!
