Up until aftr the Second World War, Tibet was a sovereign nation. The Dalai Lama was/is the head of the Buddist religion and titular head of state. There is , however, no exact Western governmental organization. But that's close enough for this discussion.

The Chinese Communists, after securing control of China, invaded and conquered Tibet, much as the USSR invaded and conquered the nations of Eastern Europe at the end of WW2. The Daliai Lama was forced to flee into exile. He remains the spiritual head of the Tibetan people, and head of their government-in-exile.

To date, the rest of the world has failed to step up and pressure the Chinese dictatorship and they remain firmly in control of Tibet. The Dalai Lama cannot return, of course--he represents the legitimate government of Tibet and would be arresteed and probably murdered by the Chinese government.
