you should boil them in hot water to get rid of all the bacteria and make them fish friendly, and then there is no problem in reusing them!

What I did for DECADES is simply flip the rocks over. The dark algae covered side once cut off from light, will clean itself in time. And the side that was in the shade, the side it sat on, looks like brand new.
Simple!
But IF you decide to take out and clean anything, use aquarium salt. No soaps. EVER. It's impossible to rinse that all the way off.

Just rinse them with hot water and use a clean (soap FREE) scrub brush. DO NOT USE soap since even if you think you got all the soap off theres probably cracks in the rock that the soap will get into so its not worth it. Hope this helps.

You can re-use them, but its better to get new ones. Depending on the type and size of your fish, make sure the rocks are big enough so the fish don't swallow the rocks when they looking for food on the bottom of the tank.

You can wash them over and over forever.
Just make sure you flush them with clean water to rinse any algae or chemicals away

Are you talking about an "aquarium" in which one would keep fish etc.?
Are you off your rocker??
Keep hold of your rocks as long as you can!
p.s. Use spell-check!

of course u can. u can use just plain old dish soap for it, but make u have completely rinsed them..and maybe soak them in plain water before readding them to the tank as the soap may harm the fish
