I kind of don't think so.
I used to know a mentally handicapped woman who would chew on her tongue so much that it would bleed profusely, but she never chewed it off. But it was shredded all the time.

Yes...There was girl who had a condition where she couldn't feel pain and when she was teething she actually gnawed off her tongue. Now she has like half of a tongue. Just accidently biting your tongue gurts alot! I couldn't imagine actually biting off.

yes..but what do you mean by "chew off?" If by this you mean PURPOSELY..I suppose it can be done, but you'd probably say "ow!" and stop before you did any real damage.

you can accidentally bite it off during a fall, a car accident, during a seizure, etc...but anyone wanting to PURPOSELY do this needs to get themselves to a shrink.
