There is a transfer fee depending on where you live. For me and other UK users there is a small transfer fee if the amount being transferred is under 50 GBP and is being deposited into a UK bank account.

Sign in to your PayPal account, go to the "My Account" tab and look for the link just below it that says "withdraw funds". Click on that and it will guide you through it. It takes about 3 business days for the funds to show up in your personal bank account OR they will send you a check.
THERE IS NO TRANSFER FEE TO YOUR PERSONAL BANK ACCOUNT.
Or, like the first answerer said, you can spend it directly out of your PayPal account -- they give you a temporary debit card number and you can spend it anywhere online.
