A good electrical conductor is a substance that can readily lose electrons, this attribute allows electricity to flow readily through the substance.

Suprisingly, pure, distilled water does not conduct any electricity. Sea water, or tap water, has many additional salts and elements dissolved in it which allow for the flow of electrons.
