A material that is:
Fluid, but dries out hard
Can get wet without getting ruined
Doesn't require a hardener
Doesn't melt easily with heat
Won't crack when drilled
Doesn't stick to wax

That knocks out fiberglass resin, wax, plaster of paris, bondo, soap, candy base, ice, the like.
(I'm making an inner bore for a bagpipe chanter)

Sculpey III or fimo, i have never drilled with but i have heard people drilling holes through beads and such.

Maybe one of these casting products would work.

Permastone seems to claim to do most of what you're looking for: mixes with water, no chemical hardener, dries waterproof, and can be used in any type of mold except a ceramic one, so wax should be fine. Unfortunately it doesn't mention how it responds to drilling it after it has set, so it might not be what you need. I hope you find one that works for you.

I was going to say quick-drying extra-hard concrete,(comes in a small box for patching purposes), but I don't know if it could be applied to your application. I answered anyway, because I love bagpipes! Best of luck!

Liquid Metal, can be drilled and tapped.
