I'm filling out a supplementary application form for my university. One of the questions they ask me is "please tell us anything else about yourself that you would like us to know when we review your application". I want to write
"I may not have the best grades in the province but I believe grades do not make a person. I am a very social person who works well with people, and possess the necessary skills needed in the working world. I hope you take this into consideration when reviewing my application thank you."

what do you think? Does it need rewording?

It would be better for you to tell them about an experience that you had where your amazing social skills went into play. Pointing out your weaknesses is a bad idea, but bringing up your strengths is not. Tell them a story about yourself that demonstrates that you do "possess the necessary skills needed in the working world." Doing that will accomplish what you are trying to do with that blurb alot better and with less risk of sounding desperate.

You don't want to bring up your grades unless there were extenuating circumstances (a tragic loss, a long illness, living on the streets, etc). It's true that grades do not make the person, but they are a good indication of how well you will do in college, so that is why they look at grades. If you say something like that you are telling them that their whole admissions system is flawed, and you aren't likely to make a good impression.

Instead, give them some examples of your social skills, like describing work experience, volunteer work, or other activities if you haven't already in previous parts of the application.

What you have written is gramatically and structurally fine, and doesn't need rewording. However, it doesn't tell the reader anything interesting about you that makes you unique. Like, for an example, "I perform puppet shows in the park on Saturdays in the summer." or "I have a secret desire to do missions work after graduation" or "I have 5 brothers and sisters and I have learned to share everything".
For an answer here, they aren't really looking for perfect writing. They're looking for something that makes you stand out as an individual.

I disagree in that I think they ARE looking for perfect writing.

I agree that you should play up your strengths by "showing" them evidence of your good people- and work-related skills... and that you shouldn't mention your grades.
