no usually they choose a stadium of a team that isn't doing to well
this is for two reasons
first so that no team going to the Superbowl will have home field advantage
second because the teams and cites who aren't doing so well can really use the extra income the Superbowl will bring
but this isn't the only reason they use to pick the site
they will often host a Superbowl if a new stadium is built that's why Dallas will host in a few years
