If you are not drinking yourself, you cant be held responsible for another underaged person's actions. However, if this happens at your friends house, her/his parents can be charged as they are responsible for what happens in their house - regardless if they are home or not

Yes you can, you can be charged with minor in posession, and if you run and are on a street then you can get hit with public intoxication.
