It should say: Tu parles le francais?

word for word it means you have spoken french but that would probably go as "you spoke french".
or if it was a question "did you speak french?" "or have you spoken french?"
there should also be an acute accent on the e in "parle" then it's the perfect (past) tense.
Tu parles is you speak.

It means you speak french, but tu is generally reserved for a younger person or a subordinate. It is a lesser form of you. You would normallly use vous when speaking to another adult or someone you would want to show respect to. Hope this helps.
