Is it true that if you are under the age of 16 and you watch it, it is illegal?

Yes it is but you're not the one going to get into trouble. The person or people that will get into trouble are the ones that allowed you access to the porn. Parents if you're watching something on TV that they new you could reasonably access and didn't block or if they left such tapes out where you could find them, or any other adult that reasonably could know that you could gain access to the material and took no steps to prevent it.
Now, when it comes to the Internet it's a little different. Each Adult site is now required to record you ISP address and the user must swear or affirm they are over 18. If it is discovered that a minor was able to enter the site the primary owner (or adult guardian if the computer is primarily used by a minor) of the computer may be charged for contributing because they did not put a block which requires a password to access any adult sites on that computer AND the minor may, depending on the circumstances, be charged with fraud and punished by the courts with the punishment different in each state.

Yes! If you are under 16 it is illegal to watch porn in many states. Like many laws passed by the Congress or the State Legislatures, how enforceable are they? Never saw any porno cops even where there were adult viewing parlors.

The following is generally true throughout the U.S. (each state has its own laws): It is illegal for someone to give or sell it to anyone under 18. It is illegal for a person to allow someone under 18 to watch it. Those actions are generally considered "corruption of a minor."
As far as watching it and being under 18, it depends on where you live and your local laws.
