You could probably make one, but it would be quite expensive, and you would probably need to combine several types to get a satisfactory color balance. Start at the reference for some ideas, then search the web.

Some of the traffic lights in Albuquerque have been converted to LED arrays. They may total 65 watts per light. Google for the vendor.

you can check out
Nichia's jupiter LED's
or
Phillips K2 LED's
i believe that a Jupiter LED is 1.5W
and
K2 is probably at 3W
as far as lumens, you may need to chk the data sheets because i can not remember
