There isn't a huge relationship between the two, except that blaming is the act of deeming someone responsible for something negative.

Taking responsibility requires being honest with yourself and others. Blaming is usually dishonest and something a person does when unable or unwilling to be responsible for their actions.

Simple to explain - hard to fix.

There are people who take personal responsibility for situations they are in, things they have done, and feelings that they have.

There are other people who seek to blame others.

The first group of people tend to be healthier mentally. The second group are more common and are generally harder to be around for the people in the first group.
