In melted materials ions are free to move around, while in solids movement is restricted so they are not good conductors.

In a solid compound the ions are not free to move; they are held in a rigid lattice; the crystal structure.

In solution or liquid form the ions are free to move. The negative ions(anions) move towards to positive anode and the positive ions(cations) move towards negative cathode. Opposite charges attract; the very fact of this movement is the conduction of electricity.

liquids are more conducive to flow of electrons since they have more molecular movement than solids,atoms can move more freely.
