Disrespect is in the ear of the listener - when one prefaces a statement with "No disrespect intended..." one either intends to say something which one believes the listener should hear, or one is attempting to add disrespect to the statement by feigning candor.
Personally, I prefer the company of people who have no problem speaking their minds without making awkward statements like "No disrespect intended..." - perhaps you would, too?

Because they are trying to get out of you being angry. I was telling my friend about a dream I had where I got my change back from stores in Canadian quarters and some kids I didn't even know came up to me and said "No disrespect or offense intended, but you sound like a geek when you say that." I laughed it off and turned around and walked away. I don't mind being called a geek, but don't base it off dreams of Canadian quarters.

Well, maybe it is because they do not know you well enough to know it that sentence will cause you to be offended in any way. Like me, I love God and people say no disrespect intended but GD this really ticks me off with bla bla bla and really that does not offend me. It is there opinion and like me everyone has an opinion!

Because they don't really care if they are disrespectful. They only care about being heard and voicing their own opinion.
The "no disrespect intended" is used to try to make them sound like they care!

No disrespect intended means they may be saying "No offense" or don't take offense to this remark, but they say it jokingly. If they say no disrespect intended they mean it's just a joke or a fact but I don't mean to hurt your feelings, annoy you, get you mad, or insult you or your family.
