Elder Scrolls III lockpick [yeah, i know there's and elder scrolls IV]?

I need to know where i can get some lockpicks early in the game.

The only place I know of is on the goblins. Look for caves and mines. If there is goblins guarding the front then there is likely to be goblins inside.
