Gosh, your like my hubby. He only puts a few gallons in because he tells me (the evaporation factor of gasoline) thus he will pay more for the part evaporated. I really find going to gas stations a big time waster. I find this a big pet peeve, along with his farting in bed.

Locking gas cap and alarm would help. And I'm not talking the expensive alarm. There's a cheap one that goes off when a connection is broken, like the door opening or the hood raising.
I try to keep my car's fuel tank somewhat full because the gas prices are jumping all over the board.

bad for the car. Runs better with a full tank. IF you car is worth so little that the gas in the car makes it more worth stealing, you don't have anything to worry about. Buy a locking gas cap.

I fill my car up the whole way....I spent 3 dollars on a locking gas cap and no one wants my piece of sh*t car.....
I think maybe you are being a bit paranoid....
I'm just sayin'.
A couple of gallons in my car could get them nearly 60 miles! So, why bother? I don't like going to the gas station more than necessary.

Paranoid much? :)
You also have to realize that you get MUCH better gas mileage and more for your $$ if you keep a full tank rather than a few gallons.
I fill my tank and then just drive until I need more gas, then I fill it up again. To be honest I've never really given those points that you made, half as much thought as you have. I do believe in being prepared for all contingencies though.
But who really siphons gas anymore??

You are paranoid. The first thing a thief would look at is how much gas is left, then fill it up if its low, they dont exactly ask for your registration when you pump gas. Furthermore who steals gas? really? If i were a thief and tried to steal your gas and you were on empty, I would put sugar on your tank just to spite you for being cheap.

I live in a rural area where the chance of a car getting stolen is extremely low.
Extremely cold weather+very low gas tank=problems.

I guess I don't know if gas stealing is a problem in your area, but I can tell you that if you never fill up your tank, you will end up with corrosion issues at the top of the tank (unless it's plastic). You will not know it until you fill it up one day and have a leak.

They can just get more gas if they steal it. Odds are if it does get stolen you will not know right away. Where do u live that people steal gas from your car. Very uncommon occurrence in NJ.

you never know when you are going to need a full tank of gas. the change of someone steeling your gas is small, really small, like 1/10,000. also you will only be out 25 or 30 dollars.
