Yes, they may test the patience of whatever "authority" is in power at the time.

Any chance you think they also help to prove, in some way, the legitimacy of the system a government claims to have and "enforce" via the Constitution?

Rabblerousers are rebels and frequently subject to gov't spying and persecution, as well as violence, because they are a threat to the system
