Like, who "blew it" the worst? I'm thinking, Philip II of Spain, but he may have his defenders and y'all seem to be a knowledgable pool, so, bring it on... in this question, fools rule.

Sorry, but George Bush Jr doesn't compare to some of the lousy Presidents America has had. People call Bush the worst thing to hit America, but I think it's more because he's the most recent bad thing. Not the worst.

But James Buchanan, the 15th President of the United States stood by while South Carolina and several other states simply left the Union. While he said while states weren't allowed to secede from the nation, he also said the government had no power to stop them.

His lineage was most impressive, he was heir apparent to both the Swedish and Russian thrones.

His father was the nephew of Charles XII of Sweden: Charles XII died without an heir; and the Swedish parliament then named "The Grand Duke Peter" as the new king of Sweden; but he ultimately was not crowned.

His mother Anna Petrovna, was the daughter of Peter the Great of Russia.

After much political wrangling and intrigue, it was arranged for him to marry(get a load of this title): "Sophia Auguesta Fredericaka of Anhalt-Zerbst", who was later to become Catherine II, Catherine the Great.

He seems to have been something of an idiot, and quickly paved the way for his early demise. After only 6 mos. on the throne, he was forced to abdicate by Catherine and her political allies; and shortly thereafter was murdered.

An unbelievably stupid, inept and almost totally incompetent ruler: my candidate for a ruler who "blew it" the worst.

Peter III idolized Frederick the super of Prussia, and did no longer desire to combat him. Catherine the super took the throne from him, yet became he the biggest fool in historic previous? no longer easy to declare - there have been maximum of.

Prince William of Orange, a dutch prince who was a part of Wellingtons army.

The man was a total bufoon, even his own troops refused to follow him into battle because he had absolutely no idea how to fight a battle.

He was referred to as "Silly Billy" behind his back which is why we sometimes call people who make a bit of a mistake a "silly billy"

The French king Charles X (the second king after the French Revolution) who single handedly brought the fall of his royal house (the Bourbons) and by his actions gave birth to the second French Revolution and the second Republic.
Without him France would probably still be a kingdom.

Louis XVI. Weak, snobbish, sloppy, hypocritical, incompetent, bumbling, and worse yet kind of good-natured. He virtually allowed his people to starve while mismanaging his country's money to fund the Americans in their revolution. It was Marie who tried to take action after they were taken captive and it was Marie who tried to get him to act like a man and take control of his country. His wife had more balls and ambition than he did and she wasn't even French, for pity's sake.

Also have to give a special shoutout to Hitler, here. Not only is he probably the most famous racist of the 20th Century, and not only is he responsible for the deaths of millions of innocent people, but everything about him seemed contradictary to Aryan ideology. He was cowardly, indecisive, short, fat, weak, etc. He invades Poland & Russia after he said he wouldn't (and fails miserably at the latter) and doesn't have the guts to die like a man in his bunker so he shoots himself and leaves his associates to be screwed. Hitler was just such an idiot.

Napoleon Bonaparte also got a bit too greedy and took on more than he could swallow.

Other likely candidates off the top of my head would be, Mao Zedong ("does the tiger brush his teeth?"), Caligula, King Croseus (gotta love the Oracle's famous line, "his own"), Nero, Emperor Napoleon III, Yukio Mishima, Leon Trotsky, Czar Nicholas, Kaiser Wilhelm, Idi Amin, Kim Jong Il, George W. Bush, Al Gore, among others.
