That would be another name for a whipper snapper. Now, don't ask me what a whipper snapper is! Too much for my feeble brain. Ha!

Some people say hooligans are like gang members and trouble makers.

A trouble maker basically. The only thing I've personally heard it used for is football (soccer) fans, usually English, who are loud and roudy, and usually drunk.
