The floater won't rise back up by itself and I can't see the reason for this. It doesn't look like anything is broken........so every time we flush we have to stand by until the tank fills up and reach in and pull the floater back up by hand.

Possibly the flapper valve (the "stopper" that blocks the hole going from the tank to the bowl, lifts when flushed to allow the water to flow) needs replacing. Also, the float could have a hole/puncture, causing it to fill with water, making it heavier.

If the floater is a round ball it has a crack or hole in it and it sank when it got waterlogged. They are cheap to buy and take a few minutes to screw a new one onto the existing rod.

If the float is like a donut that slide up and down on a modern flush-control valve then you need to buy a new valve for about $10 or so. They are a little more work to put in but come with specific instructions and just need a pliers or wrench to put in.

Go to the hardware store. Buy a complete unit. the valve that is. The stem valve, donut or ball what ever they have. Follow the water line to the tank. Turn off the water supply. you need an expandable wrench. Some you can do with a strong hand. Very simple job. Do not over tighten the lcok nut at the tank connection. Good luck. About $20.00
