What is the limiting factor in the time required to transfer a file using TFTP?

Multiple factors. There are three big things, though.

File size,
Network traffic,
Transfer sync rate.

Any file transfer protocol is limited by the resistance to the data packets on the transfer line.

A dedicated line with no other traffic on it would be ideal, but not practical.
