If they had a FAIR and JUST policy instead of just dicking with us, yes, I'd pay a fee (as long as it wasn't outrageous).
Right now, the system sucks so badly that there's no way that I'd pay a penny for it the way it is now.

If Yahoo should start charging for Yahoo Answers they won't have to worry about violations. Nobody would post any questions or answer them either.
