This is how I always learnt it:
BODMAS = brackets, powers, division, multiplication, addition, subtration
In this problem then, start with the division, which comes first, then add.
Only trouble is, this comes to 6.98 in this puzzle, which isn't any of the answers. I'm assuming this was written as a fraction, with the first part over the rest. In which case you should do that part first. I.e.
3.4 + 2.6
-----------
6.8 + 3.2
The brackets aren't written because mathematicians are lazy (:P) but you can imagine they are there.
Therefore 3.4 + 2.6 = 6
And 6.8 + 3.2 = 10
So 6 / 10 = 0.6
= b

The answer is .6, but the problem was not presented correctly. As written, the answer should be 6.9823529 because of the order in which you are supposed to do the calculations (parentheses, exponents, multiplication, division, addition, subtraction).
The authors of your test should have presented it with parentheses like this:
(3.4 + 2.6) / (6.8 + 3.2)

2.6/6.8 = .3824
The new problem is 3.4 + .3824 + 3.2
This equals 6.98
Unfortunately, this is not an answer choice.
Should the question read: (3.4+2.6)/(6.8+3.2) the answer would become 6/10 or .6 (Answer choice B)

3.4 + 0.38235 + 3.2 = 6.98
Interesting: Someone said always do add/sub first. That is never true. Only if parenthesis were added :
(3.4 + 2.6) / (6.8 + 3.2)
or if it were written this way instead (which is the same as with parenthesis)
3.4 + 2.6
==========
6.8 + 3.2
