Antarctica maybe...and possibly borneo/new guinea something to do with the wind currents would probably keep the fallout away from it along with most biological weapons, and there not much there to bomb, not likely they'd play a major part in a war..however if it actually escalated to a true World war and someone used a nuke,then it wont matter where you are,cause between the major powers they'll nuke the planet till it glows for about 1,000,000 year, not much beyond microscopic plants and animals and maybe cockroaches would survive.

Antartica, bio weapons usually are disarmed by the cold. And if you are deep enough inland you might avoid the attacks on the bases already there.
