Potassium permanganate is a very strong oxidising agent.
It oxidises a variety of inorganic and organic substances.When dissolved in water it comes in contact with the cells of the micro-organisms and oxidizes the cell material.This means that it breaks away the cell parts by forming new molecules.Hence the micro-organism meets its ultimate fate.

An oxidizing agent (also called an oxidant or oxidizer) is

1.A chemical compound that readily transfers oxygen atoms or
2.A substance that gains electrons in a redox chemical reaction.

I believe this is used in the dairy industry. Extremely powerful oxidising agent. Chews holes in the cell walls of bacteria. Gets converted to harmless compounds while having minimal effect on the cow.
