If the ground wire is touching the hot wire i know there will be a short circuit and a fire but will the instrument it i s attached to preform bad??

This is just a question for general knowledge not because it is happening on my car??

Yes there is a good possibly that the instrument will
preform bad. And possibly, may cause other
electoral problems with other parts of the car.

If a short occurs say on the back side of a gauge, usually the results are a spark, a blown fuse, and a raised heartbeat. The short doesn't go through the gauge in most cases. If it turns out a gauge is not working as before, look for a fried connection, or plastic melted on a connector which could give you a voltage drop.

Im pretty sure there is a chance that whatever is attached could be burnt out or otherwise damaged by that.
