Duh!!! Please DO NOT say it is because you are female.
If there is water and the faucet is off their is a LEAK.
They are simple to fix. PVC cutter, PVC glue, a connection the size of the pipe. Dig it up, clean it up, cut it glue it add new connector and you are done.

Usually a pipe sticking up a bit is a cleanout for a sewer pipe. So it may be a stopped up sewer line, or just water building up around the cleanout. Go out and smell the water, if it smells like sewer, it probably is.

It "sounds" more like a pipe break. Do you own the property? CAn you dig around it? Do you know who the architect is?
If you turn off the water supply (at the meter) does the puddle stop growing?
Is your soil sandy (water soaks it fast) or clay-like (water stays on top)

If you have sprinklers you may want to find the shut-off valve. That is typically the one thing that would be run through the yard via pvc. Go next door and get a neighbor if you can not find the shut-off.

If you have central AC then it could be the drain from the AC. If this is the case, then this is normal (assuming your AC is functioning well and has been maintained).
How big is the pipe sticking up ? how close to the house ?

I'm more than 95% positive that it is a leak. You may want to get it checked out before it breaks more then you really have mess on your hands.

yeah it might be a feed line to your house I would call a plumber I had the same problem but mine was from a water irrigation system...do you have one? if so shut off the water to it..if not call a plumber or if it is on city side then call them to get it fixed
