I need it but this computer keeps saying that it doesnt pass the genuine test, even tho it IS a microsoft computer...grrrrrrrrr so is tere any other sites i can download DirectX9 from......helpppppppppppppppppppppppppppppppp

Grrr. No, I would not get DirectX9 from anywhere BUT the manufacturer. (Microsoft) Even if you could, it would FAIL to install for the same reason.
What you really need to do is to resolve that genuine test problem.

Your version of Windows appears to be an illegal copy to Microsoft's WGA.
If you have a COA sticker on your PC or in the box that XP came in, with the Activation code, call Microsoft, they will fix this for you for free.
If it's truly an illegal copy that you didn't install yourself, call Microsoft and report the pirate computer repair shop..
If you did install an illegal copy yourself, buy a legal copy or switch to Linux.
