This size is relatively small for a university (usually, one would consider something under 3,000 small, 3-20,000 medium-sized, and 20,000+ large). Personally, I prefer something a bit larger than that. My reason is that the university has two choices when it is that small. It can limit the number of options it gives students (number of majors, number of languages offered, etc.), or it can do lots of things, but not do them very well. A very large university offers the choice, but can be very impersonal. To my taste, although I realize many people feel differently, prefer something in the 5-20,000 range.

Under 4000 students is considered small, even in Canada where there is a much smaller student population than in the US. Bishop's University is Canada's smallest university with just under 2000 students.
I'm a fan of small schools, from elementary to undergrad. Postgrad, I think that big schools are slightly better since they tend to have more resources and MA & PhD programs aremuch smaller than undergraduate degrees. I choose to go to a very small cegep (under 1000 students) and plan on going to a small university next fall for my BA/BEd.
I've loved the personalized attention and the chance to be a "big fish in a small pond". But that's just my take.

I attended a university of 32,000 for my bachelors and I am currently at a university of 42,000+ or my PhD. I personally prefer larger universities since generally offer a lot more different types of courses and have more facilities. However, classes tend to be much larger and less intimate. That didn't bother me since I do most of my work on my own and with groups rather than spending a lot of time in office hours. On the other hand, many of my friends went to smaller liberal arts colleges and loved them.

That size university is very very small - it's basically the same atmosphere as high school. Large universities are far preferable in my opinion.

even some collages have more students than this, but in average, it does not mean that university is small. choosing a university with fifty thousand students is just a matter of taste, even a small university can provide good education.
