what do you say in English to both top and bottom of this fraction (for example) 3/5 or 1/3 ?

The top is the numerator and the bottom is the denominator.

well...the top numbers which are 3 and 1 are the numerators, and the bottom numbers, which happen to be 5 and 3 are the denominator.
