Because there is connective tissue underneath the surface of the skin on your fingers and toes that anchor the skin, while some portions of the skin swells from the water.

EDIT: The wrinkling doesn't occur elsewhere because there is more sebum (oil) in those areas than other places, and the oil protects the skin from the water.
