Do you have to mount the box over the drywall or can you mount it flush with the drywall?

It would probably look nicer to mount if flush with the drywall, then you could hide the wires inside the wall. Either way is legal, you just have to keep a minimum of 36" in front of it for accessibility.

Follow the advice you receive from the inspector when you pick up your building permit... and PLEASE follow the ELECTRICAL CODE... I hate electrical fires!

The basis for the nature of my comment is that if you had the proper knowledge to "Add an Electrical Sub-panel" then you would also know the answer to your question... one that any electricians first year helper would know!

Those of you that automatically say to go flush mount have failed to note that all he talks about is drywall, and not the kind of wall behind it... is it a wet wall he wants to hang it on... an outside cinder block with 1x2 firing strips for the drywall... The first rule in electrical work is "NEVER ASSUME"!

You can do it either way, But permanently attached to the brick/Concrete is better. Also can hide the wires going into the bottom / top of the box if it is flush mounted.

You really can do either one. Most panels today will allow you to recess or surface mount them. If you recess you will wind up fishing all your wires down the hollow area behind the dry wall. If surface mounted the wires will mount on the wall and then into the panel

I agree with Bad Santa about the first rule in Electrical work.(never assume)
Rule #2 If you don't know how to do the job It is best left to the Pro's
