Llanwrtyd Wells smallest town, population 601 in 2001 census.
Bembridge Isle of Wight, population 3,492 in the 2001 census, and all other contenders for the title of largest village are all considerably bigger. Here are the other contenders. Fordwich is said to be the smallest town in England, with a population of around 300 people. It lies in Kent, on the River Stour, northeast of Canterbury.

The largest village (Downton in Hants has 3000+ people)
is definitely bigger than the smallest city (St Davids, Pembrokeshire has about 400-500)

if a village gets large enough, it ceases to be a village and is classed as a town. based on population. you can't really compare the two categories.
