Inheritance tax is usually paid at source, before distribution but this is not always specified in the will. Usually an executor will have a solicitor as joint exec, and that firm will deal with the taxation issues prior to finalising the will.

Of course. As an executor many times before, I know that all expenses must be paid before any disbursements are made to beneficiaries, or else the executor or executrix will be responsible for that expense; in this case taxes. So the choice is up to them.
