Neither. Bush would appear to be but he actually has accomplished a lot in his psychotic agenda. I wholeheartedly believe he is a detriment to this country but stupid... not a chance. Ahmadinejad is simply his counterpart in Iran. Two Psychos trying to push their agendas.
