When i update something on my website, say an image. A visitor that has visited the website before needs to refresh the page for the changes to take effect.

Is their a way i can tell the users browser that the website has been updated?

Maybe some Meta Data?

There is No way.
When you make changes to your site and publish them they take affect immediately. However any user that has visited your site will not see these changes unless they delete there web browsing history and re type in your URL unless they use a 3rd party search engine to access your site. Or until such time as the Crawlers used by the servers pick up the changes made.
