im confused.. can we publish these ad short in free public community website??
or else must i have my own website which is launched by me??

You have to have your own site for Adsense. It should have several pages of unique and interesting content.
You can use a free service such as Blogger or Google pages, but you are unlikely to earn very much with a new site.
