And where do kids get to maximise their learning and are not stopped by factors like friends/society/resources.

Between the US and England, I'd have to say England. The US has lowered their standards immensely so students can pass and graduate, instead of making them work harder.

Educators in these countries have planned the most appropriate education system for their countries ,therefore you cannot really say that one is better than the other given the different education goals the two countries have.
The influence of friends really depends on the individual decision making and their will power and also parental guidance.
For the society in general.the less advantage members of society can be given assistance by the state in terms of resources.

But English's education system I think, sucks less.

i think it is american becaz indian system does not allow child to expand his thoughts
it just curb their imagination
