BEST is probably relative to the purpose/intent.
Drilling to install Tap Con screws, Nail guns, etc. will do the job, but things to consider might be horizontal, with dead weight on, or verticle, with Shear weight and Gravity working against the method of securing.
For hanging 2 x Ledgers you might consider 3/8 / 1/2 inch x 8 inch, anchoring bolts, and the appropriate drill bits.
You might drill and use Lag Anchors?

I can't resist.
Are these boars mounted or 'on the hoof' ? For a mounted plaque I would use the same technique as I would for boards. Use liberal amounts of liquid nails, and tap-cons. There are pneumatic concrete "T-nail-er", molly's & screws, masonry nails, and ram-set nailers, any of which you could use instead of tap-cons.
If these boar are still kicking, you are going to need a much bigger manonry nail. Perhaps one of those 2x4 guns that they test hurricane panels with. You are going to have to fit the tip with some kind of hardened point to penatrate the wall, and the boar.

You can use a Hilti gun (about 30.00) or you can drill into the concrete and use concrete anchors. Both are good methods. It just depends on the use of the boards...if its for an exterior deck and your attaching a ledger board, use anchors. If its for framing out a basement wall, get a hilti gun.

be careful, some of those "boars" are tough ole dudes, i'd use a heavy chain and a 5/8x6" anchor bolt. LOL.
liquid nail and maze nails, hilti gun, anchor bolts, tap con(r) screws.

go to the hardware and ask for some TAP CON,s that will go thru the board, there made to screw into concret, you have to have a drill bit for them also
