One symptom of true bipolar is what is called "Racing thoughts", and bipolar goes from being "up" to "down" mood swings, but, many symptoms go with a bipolar situation, and to relate this medical symptom into a professional or business comparison is rather strange.

This sounds like management speak to me. If you are bipolar it means that both parts of your brain are handling the same processes. Ie Bipolar disorder, scysophrenia please don't spell check this. Split personality etc..
Therefore in management speak it means someone who can do more than one thing at a time. A multi-tasker. Many women claim to be able to multitask better than men. I just think they lack concentration.
