i need to do this as a business opportunity,and i also need it to rank well in google ,yahoo,etc.
I m on a budget,but i dont mind spending the money if its a good site,,,,,,,,,,,your help much appreciated,thanks

Do it yourself and use Yahoo Geocities.
You will need to purchase a Domain Name
You need Web Hosting
And the Software to build and Maintain the site.
Yahoo's Pagemaker Software.

If its for business, then it has to look professional. You therefore need to buy your own domain name and arrange hosting rather than just have your ISP host it for you for free (that reeks of amateurism).
You could do it yourself, in any Microsoft Program and save as webpage but then you have to upload. I would therefore recommend getting someone to design, update and host it for you but make sure you do not sign away all rights to it. Any good site needs metatags to make sure the search engines pick it up, that's where a lot of the do it yourselfers fall down.

If you have an idea yourself how you would like to see your site, mock it up in Publisher, PowerPoint or Word, or frontpage of course, and show it to a web design company and get a quote.
