The USA is responsible for the majority of the world's human rights abuses. Most of it doesn't make it to the mainstream media though....Probably because the political and economic elite own the mainstream media!
I would say the next on the list is the UK. Did you know that the English were the first nation to introduce concentration camps to round up the Afrikaner, while they were the colonising power in South Africa. That's where the Nazi's got the idea from.
Next I would say that Imperial China was probably third for human rights abuses.
Last on the list is Iraq. In fact their human rights abuses are probably miniscule compared to the others.

Well, if you have been listening for the last 8 years, the US government hasn't really been complaining about either country (at least not loudly or with purpose). Frankly China is our single largest creditor so it is hard to do anything of substance when they are holding our very large IOU. Saudi Arabia keeps their promise of (relatively) cheap oil and have turned over a number of characters in the "war on terror." I would think with Guantanamo and Abu Ghraib sitting in our own bag of tricks and a president who is actively working to ensure that our agents overseas can use toture tactics in the examination of suspects would effectively undermine if not silence any and all complaints from the US government. It has certainly robbed our complaints of any sting or effectiveness.

Depends were you get your facts from and how you define human rights... There are cultural differences in every one of those governments and the fact is those governments are made up of people. The tendency of people is to walk on someone elses rights (unintentionally or intentionally) and somehow justifying your actions by your ego... The answer can't be given as simple pointing any one of these governments out. Anytime you defactor natural human behavior into your conclusion you are fooling yourself and misleading others. The truth is there are stong and weak points to each one of these and there has NEVER been a perfect government...

Both have a long history of stepping on human rights.
Of course some people want to distort things and make legitimate and peaceful countries like the UK and the US look like we are the worst at this...
