In democracy you have some consideration for merit. But in mobocracy, you show utter disregard for good values.

Mobocracy Will spend less for the penal system. Violators for braking any form of transgression against the government, will be executed. This type of system will bring fear to the people, and maybe will have less rebellious masses like a democracy tends to have.
