With the first part of your Q, I suggest there are dozens of sites, if not more, in the WWW, that would offer you detailed info.
If the wall is to be built on raw ground, you'll have to dig a trench, and by local codes, know the load the eventual FOOTER will have to bear, and any seasonal frost line in your area.
You'll have to measure, and assume the quatity of all materials needed, and I add in no less than 10% for "oops waste."
You'll need any tool close at hand to begin any construction, and consider that "Cement" might not remain viable as you run to the local, for a Trowel you forgot.
With regard to Rain, as it might directly relate to this project, it might be wise to determine in advance, the scope of the job, and time frame to finish, and NOT undertake the task in any rainy season.
In responding to the last, in your detail area, I'm only GOOD not GOD, but I suspect that might be a daunting challenge for anyone. I kind of enjoy Rain, so I might refuse to "prevent" it, even if I was GOD.

If you were seeking advise on how to build one for your self, I would be more inclined to offer advise. Since you are obviously writing a paper, may I kindly suggest you do your own research, test it in the field, ( build a few yourself), observe how they stand the test of time, investigate methods of improving them, and write your paper based on your own conclusions.
As for your second request; Buy an umbrella.
