Tobacco itself is not a drug, it is simply a plant. The "drug" aspect of cigarettes are the additives that the tobacco companies add to cigarettes, such as nicotine. Nicotine and other additives can be omitted from production and pure tobacco can be used to make cigarettes. There are some brands that do not use additives.
