Outstanding players, but did they merit a plaque in the Hall?

Both guys ARE in-my question is, are they really good enough to be there?

they are both in and considering long term excellence they have to be in. So I think they deserve it!

I could make a case for Tony Perez, but I don't know about Cepeda.

Perez definitely but not before Jim Rice, Cepeda is borderline.

For the career, Cepeda (in 17 seasons) hit .297 with 2352 career hits, 379 HR, and 1365 RBI.

Perez, in 21 years, hit .279 with 379 HR and 1652 RBI.

Both seem like they deserve consideration for the HOF, but but Perez seems more likely to make it in.

It depends on what you think the Hall of Fame should be. If you're okay with the way it is, they belong. There are many players not nearly as good as these two in the Hall.
